At the session of the Government of republic of Croatia, held on 05.03.2015., was adopted Report on the Conducted Consultations with the Interested Public in Procedures of Adopting Laws, Other Regulations and Acts in 2014., which was prepared in accordance with the commitments under the Action Plan for implementation of the Open Government Partnership in the Republic of Croatia for the period from 2014 - 2016, as well as measures of the National Strategy for Creating an Enabling Environment for Civil Society Development from 2012 to 2016.
In 2014 was conducted a total of 544 public consultations on drafts of Laws, other Regulations and Acts. Compared to the 2011 (when was conducted 48 consultations) it is the increase in the number of public consultations by 1033%.
From 11,587 comments of the interested public that state authorities are took into further consideration, 3366 of them was accepted, while 2743 of them was partially accepted. More than half of the comments of interested public in procedures of adopting Laws, other Regulations and Acts was accepted or partially accepted. 334 reports was pubished, with clear explanations of the reasons for non-acceptance of certain remarks.
These data indicate an increase in transparency in the work of state administration bodies as well as the increasing involvement of citizens in policy-making processes. Further development of the process of consultation with the interested public in 2015, will be encouraged through "e-Consultations" - a central Internet portal for consultations with the public where citizens, entrepreneurs, civil society and other interested public can much more easily access all open consultations of state bodies and considerably simpler send their comments and suggestions to improve the draft regulations.
