Open Government Partnership is a multilateral initiative that aims to ensure specific improvement in transparency and openness of public administration bodies, engagement and empowerment of citizens and civil society, fight against corruption and use of new technologies for the improvement of service quality provided to the citizens by the public administration.
At the end of August 2011 the Republic of Croatia sent an official letter of intent for its participation in the Open Government Partnership, thus joining the implementation of this Initiative.
At its session held on January 26
th 2012 the Government of the Republic of Croatia passed the Decision on establishing the Council for the Open Government Partnership Initiative.
The OGP Initiative Council is currently working in its third Assembly based on the
Decision on the establishing of the OGP Initiative Council. The Decision was adopted by the Croatian Government on the session held on 23 February 2017. The named Decision has been amended two times so far and the
third Council’s Assembly currently has 26 representatives of the state, local and regional government, CSOs, as well as the academic community and media.
First amendment was adopted on the session held on 21 March 2019 when the Croatian Government adopted the
Decision on amendment of the Decision on establishing of the OGP Initiative Council. The Decision was amended by adding the Central State Office for Digital Society Development within the Council membership according to its scope of work. The named Office is also the Implementing body for the OGP Initiative Action Plan measures for the period until 2020.
At the session held on 29 October 2020 the Croatian Government adopted amendments to the
Decision on amendments of the decision on establishing of the OGP Initiative Council for the second time due to the changes in names and responsibilities of individual state administration bodies and that based on the Decision on the proclamation of the Law on Organisation and Scope of the State Administration Bodies. That Decision was adopted by the Croatian Parliament on the session held on 22 July 2020. The name of the Office of the President of the Republic of Croatia was changed due to the change of the Head of the body, i.e. the President of the Republic. Also, the name of the Association of Municipalities in the Republic of Croatia was changed to Croatian Community of Municipalities. In addition, the Croatian Government Deputy Office, as well as the Ministry of Regional Development and EU Funds representatives were added within the membership.
The president of the Council is
Andreja Metelko-Zgombić, state secretary in the Ministry of Foreign and European Affairs. The deputy president of the Council is
Ivan Koprić, the Institute for Public Administration president.
The Council’s duties are the following: preparing a Proposal of the Action Plan for the OGP initiative implementation in the Republic of Croatia, including the implementation of the consultation procedure on the Proposal and monitoring of its implementation, as well as recommending amendments and addendums of the Action Plan to the Croatian Government.
The public administration and implementing bodies of the Action plan activities are obliged to give the Council full information on the implementation of the measures within their competence.
