NATIONAL STRATEGY FOR THE CREATION OF AN ENABLING ENVIRONMENT FOR CIVIL SOCIETY DEVELOPMENT FROM 2012 TO 2016
The National Strategy for the Creation of an Enabling Environment for Civil Society Development from 2012 to 2016 is a document which, on a strategic level, tries to determine the aims that the Republic of Croatia wants to achieve in the sphere of civil society development in the forthcoming five-year period. In the period of Croatia’s preparing to join the European Union, this National Strategy provides the guidelines for the creation of an enabling environment for civil society development until 2016 in order to further improve the legal, financial and institutional system of support for the work of CSOs as important factors of social and economic development in the Republic of Croatia, as well as the important stakeholders in shaping and implementing the EU policies.

th 2012.

NATIONAL STRATEGY FOR THE CREATION OF AN ENABLING ENVIRONMENT FOR CIVIL SOCIETY DEVELOPMENT AND OPERATIONAL PLAN OF NATIONAL STRATEGY FOR THE CREATION OF AN ENABLING ENVIRONMENT FOR CIVIL SOCIETY DEVELOPMENT
The National Strategy for the Creation of an Enabling Environment for Civil Society Development provides the basic guidelines that are aimed to be achieved until 2011, in order to improve the existing and to create a new legal, financial and institutional system of support for civil society development, as well as an enabling environment for the further development of civil society in the Republic of Croatia.
The aim of this Strategy is to provide conditions for the development of a community in which citizens and CSOs, in a synergy with other sectors, participate in the creation of a welfare society with equal opportunities for everyone, in an active, equal and responsible manner, as well as on the principles of sustainable development and work for the public good.

After adopting the National Strategy for the Creation of an Enabling Environment for Civil Society Development in the Conclusion of the session of the Croatian Government held on July 12
th 2006, a draft of the Operational plan for the implementation of the set aims with measures, holders and deadlines was to be made.

CODE ON CONSULTATIONS WITH THE INTERESTED PUBLIC IN THE PROCEDURES OF ENACTING LAWS, OTHER REGULATIONS AND ACTS
The Code on Consultations provides the guidelines for the efficient consultation of state bodies and the interested public in the procedure of enacting laws and other regulations, as well as the existing good consultation practice already implemented by certain state administration bodies.
Apart from the general principles, standards and measures in the consultation procedures, the Code has also anticipated the creation of the guidelines for its implementation, and the program for the systematic education of a consultation coordinator that should be appointed by all the central government administration bodies and the Government offices responsible for drafting laws, other regulations and acts, as well as a contact person with the aim of consistent monitoring and coordination of consultation procedures with the interested public.

PROGRAM PROPOSAL FOR COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF CROATIA AND NON-GOVERNMENTAL, NON-PROFIT SECTOR IN THE REPUBLIC OF CROATIA
The program for the cooperation between the Croatian Government and non-governmental, non-profit sector is based on civil initiatives founded on social changes, cooperation, solidarity, social justice, transparency, personal power and responsibility, participation in decision making, appreciation of personality, self-organization, appreciation of organizational differences and permanent learning. It aims at creating efficient mechanisms that will improve the relations between the Government and the Sector.
