The Office for Cooperation with NGOs hosted a delegation of the Republic of Serbia from 21 to 23 October 2019
Within the project of German-Serbian Development Cooperation “Support to Public Administration Reforms in Serbia”, implemented by the German Organization for International Cooperation (GIZ), representatives of the Office of the Government of the Republic of Serbia for Cooperation with NGOs, the General Secretariat of the Government of the Republic of Serbia, the Ministry of State Administration and Local self-government, the Republic Secretariat for Legislation, the Republic Secretariat for Public Policy, the Cabinet of the Prime Minister of the Republic of Serbia and the German Development Agency (GIZ) visited the Government Office of the Republic of Croatia for Cooperation with NGOs.
During the visit, the members of the delegation were presented with the forms of cooperation and involvement of civil society in the process of shaping of public policies. More specifically, on the first day, the Government Office for NGOs presented the scope of the Office and the institutional, normative and financial framework for cooperation between the Government and civil society organizations (CSOs) in the Republic of Croatia. The members of the delegation were briefed on the work of the Council for Civil Society Development and the participation of the Republic of Croatia in the Open Government Partnership initiative. Also, a brief presentation of the Office's experience in the participatory programming, management and monitoring of EU pre-accession funds for CSOs prior to Croatia's membership to the European Union was held.
On the second day, the delegation had the opportunity to get acquainted with the work of CSOs on improving transparency in public affairs and involving citizens in public policy-making. Also, a representative of the Office of the Information Commissioner presented the monitoring of the implementation of the Right to Access to Information Act as well as the monitoring of the proactive publication of public consultations acts.
On the last day of the study visit, representatives of the Government Office of the Republic of Croatia for Legislation presented the scope of work of their Office, as well as the development of a system of regulatory impact assessment and the procedure of regulatory impact assessment in the Republic of Croatia. Finally, members of the delegation of the Republic of Serbia visited the Central State Office for the Development of Digital Society, where they were introduced to the development of e-government and open data in the Republic of Croatia.
