On 16 December 2020, the Government Office for Cooperation with NGOs announces a Call for applications, which is open for applications from 4 January 2021.
This Call is implemented within the European Social Fund, i.e. the Operational Program Effective Human Resources 2014-2020, Priority Axis 4, Specific Objective 11.ii.1. Capacity building of civil society organizations, especially associations and social partners, and strengthening civil and social dialogue for better governance.
The call aims to ensure the development of civil society in the Republic of Croatia, which ensures balanced regional socio - economic growth and democratic development of the Republic of Croatia.
Specifically, the Call is aimed at strengthening the capacity of CSOs active in local communities to implement activities tailored to local problems and to work directly in areas funded through the European Social Fund (employment, education, social inclusion, good governance) at the local level. Also, the Call is aimed at improving the capacity of civil society organizations to provide an effective response to the needs of the local community in crisis situations.
The planned duration of project implementation is from 12 to 18 months from the date of concluding the Grant Agreement.
The total financial allocation within this Call for Proposals is HRK 100,000,000.00 (divided into two groups for funding, with HRK 50,000,000.00 allocated for each group), and potential applicants and partners are not required to provide co-financing from own funds. The Call is conducted in the modality of an open standing Call. The deadline for submission of project proposals expires on the day of approval of the last project proposal that meets all the criteria established for the award procedure in question, which exhausts the available funds or by closing the Call by expiring the deadline for submission of proposals.
The deadline for submission of project applications is June 30, 2021.
The first group for funding is related to the applicants who have not yet implemented projects funded by EU funds as holders, i.e those who have not signed a contract for the implementation of a project funded by EU funds (as applicants ) until the application to this Call. Also, it considers those whose annual income does not exceed HRK 500,000.00 and are registered to perform activities before January 1, 2020.
In the second group for funding, the eligible applicants are associations, foundations and legal entities of religious communities that have been registered for at least one year until the day of submitting the project proposal.
The applicant must apply in the project partnership for this Call for Proposals. Partners can be associations, foundations and legal entities of religious communities, employers' associations, trade unions, institutions and units of local and regional self-government registered for at least 12 months on the day of publication of the Call. At least one association must participate in the implementation of the project (regardless of whether it is in the role of applicant or partner).
Project proposals will be possible to submit from January 4, 2021 from 9:00 AM. Application Form A is available in the
ESIF MIS system from the date of publication of the Call. Relevant information on the date and time (hour, minutes and seconds) of the submission of the project proposal to the Call is considered to be the date and time of submission of the project proposal recorded on the package / envelope by the postal service provider.
Questions can be sent by e-mail to
esf@udruge.vlada.hr no later than the deadline for submission of project proposals. Under the subject of e-mail, it is obligatory to state the reference number and the name of the Call.
The Government Office for NGOs is obliged to provide answers to all received questions which are published with the answers on the central website of ESI Funds and ESF page every 7 working days starting from the day of receiving the first question.
