Report on implementation of the Consultations with the interested public in procedures of adopting laws

The Croatian Government adopted the Report on implementation of the Consultations with the interested public in procedures of adopting laws, other regulations and acts in 2013, at the 143th session held on 27 February 2014. The report was prepared on the basis of the individual reports submitted from 29 state bodies on the consultations carried out in 2013 gathered by the Government Office for Cooperation with NGOs in line with the obligations within the National Strategy for an Enabling Environment for Civil Society Development from 2012 to 2016 and the Action Plan for implementing the Partnership for Open Government initiative in Croatia which envisage monitoring of the implementation of the named Code on Consultations. As regards the consultation with the interested public the report shows that the significant improvement was achieved in 2013 over the previous year. More specifically, in 2013 in total 348 consultations on draft laws, regulations and laws were carried out and 26 consultations on regulatory impact statements – a total of 374 public consultations. It is almost 160% more consultations implemented than in 2012 when 144 were carried out and 675% more than in 2011, when in total 48 consultations were conducted. In consultation processes there were 8,299 legal entities and individuals involved by submitting their comment / s to the draft law, regulation or act of competent public authority. The number of applicants' comments is higher by 73% compared to the 2012 and in relation to 2011 even 4697% higher. Also, out of 9,270 individual comments taken into further consideration, 2391 were completely accepted, while 579 were partially accepted. The reasons for rejection of the other comments are clarified in 149 reports on the results of the consultation, which are prepared in accordance with the obligation of the Government Rules.
