On the basis of the two-year evaluation of directly applying of the Regulation including collecting experiences from the subjects to the Regulation in applying the Manual, we established the need for revision and publishing the new version of the Manual available on this link.
In accordance with the provisions of the Regulation on criteria, standards and procedures on financing and contracting of programmes and projects of public benefit interest implemented by the associations (OG 262015), Government Office for Cooperation with NGOs (GOfNGOs) has published the Manual for applying the Regulation. That is in a form of detailed instruction to the state, regional and local state administration bodies, Government offices and bodies, as well as other public institutions that grant financial and non-financial supports from public sources to the projects and programmes of public benefit interest.
The Manual structure follows the basic standards of planning, implementation, monitoring and evaluating of funding that the Regulation proscribes. In addition, the Manual contains more concrete examples and explanations from the practice.
An integral part of the Manual are attachments with the documentation templates that have proved to be a useful basis for designing of the calls on the national, as well as the regional and local level. Please note that the attached templates are just illustrative examples that we provide for use and adaptation to each donor, in accordance with the proportionality criterion.
In this version of the Manual, we prepared especially the package of the call documents for the funding of public benefit programmes on the level of local and regional self-government units. We have taken it almost entirely from the City of Zaprešić with minimal changes as an example of good practice in the application of the Regulation at the local level. This version of the Manual offer also the package of the call documents for the public companies that they can use when they allocate funds through donations or sponsorships or in the case of signing sponsorship contracts with the civil society organisations (CSOs). The call documentation illustrative examples for the sport clubs unions has been preparing and will be published below as soon as possible including the templates. Following this we invite you to send questions in relation to applying the Regulation in concrete cases. You can also send us suggestions of call documentation that we will gladly comment and refine in cooperation with the donor.
