Risk assessment of the non-profit organisations from terrorist financing

NGO sector as integral part of the modern global environment traditionally enjoys considerable public trust, which is one of the preconditions of NGO sector successfulness in reaching its goals. Despite that or due to that, NGO activities can become targets of those individuals or organisations whose goals are not entirely well - meaning. Terrorists and terroristic organisations abuse the NGO sector, as well, for collecting and moving funds, providing logistical support and encouraging terrorist recruitment.

International standards in the area of the prevention of terrorist financing prescribe obligations of states to assess the risks of terrorist financing to which non-profit organisations are exposed, as well as to determine a subset of non-profit organisations (NPO) that, based on their activities, may be vulnerable to abuse from terrorist financing.
 
The Republic of Croatia (RoC) has been implemented a risk assessment of non-profit organisations from terrorist financing in which, in addition to the activities and analyses of the relevant authorities, actively participated were also domestic non-profit organisations by filling out questionnaires for the purposes of assessing the NPOs vulnerability in relation to the terrorist financing in the RoC.

The first workshop was held on 10 July 2024 when the results of the a.m. risk assessment of non-profit organisations from terrorist financing were presented to non-profit organisations, donor community and relevant authorities (Government Office for Cooperation with NGOs, Supervisory Service of the Ministry of Finance)and, the focus was on the following subjects:
  • International standards for preventing abuse of NGOs from terrorist financing;
  • Legal framework for acting of NPOs in the RoC;
  • Goals of the conducted risk assessment;
  • Risk assessment scope, data and analysis used;
  • Measures to mitigate the NPO sector vulnerability to the financing of terrorism.
