Partnership for Open Government in Croatia: news and next steps

The Croatian Government has adopted a Decision to amend the Decision on the establishment of the Open Government Partnership initiative Council at the Session held on 6 November 2025.  By this Decision the Council convocation, as well as the name of the state administration bodies represented therein were updated in order to be adjusted with the current Law on the Organisation and Scope of the State Administration Bodies.  

Given the fact the Ministry of Justice, Administration and Digital Transformation is responsible for the key areas of this Initiative, three new members have been included in the Council - one representatives for each of the area of justice, administration and digital transformation. The representatives of the State Election Committee and the Government Office for Legislation have been also included into the work of the Council, since they were participating in the implementation of the previous action plans, as well as they were suggested as the carriers of the measures in the new Action plan which is currently in drafting phase.

In addition, the 15th Session of the Open Government Partnership Initiative Council was held on 18 December 2025 in the Ministry of Foreign and European Affairs. The main topic was the discussion on the draft of the Initiative implementation 5th Action Plan in Croatia for the period from 2026 to 2028.

The Action Plan will be published in January 2026 at a public consultations through the portal e-Consultations, after several months of preparation. After the end of consultation, the Government Office for the Cooperation with NGOs in cooperation with the measures (co)holders will prepare the answers to the submitted comments. Before sending the final version of the Draft Action Plan to the measures and activities (co)holders for opinion, another Council session in order to the Council confirm the Action Plan before sending to the Croatian Government to adopting will be held.

At the Session the participation of the City of Zagreb in the Open Government Partnership Initiative at the local level was also presented. The City of Zagreb has included in the OGP Local in 2024, as the first and currently the only unit of local self-government in Croatia. The City of Zagreb presented its Local Action Plan at the 12th Council Session, held in November 2024. One of that Plan activity - participatory budgeting - was awarded at the 9th Global Summit of the Open Government Open Partnership held in October 2025 in Spain, in the fiscal transparency category for the Europe region. Moreover, two workshops titled “Open Government: models of cooperation and international good practice”, the GOfNGOs created and implemented in cooperation with the State School for Public Administration, were held during 2025. The workshops were organised within the Open Government School Programme as one of the activities of the proposed Action Plan - a pilot workshop was held in September and the second at the beginnings of December 2025.
 
In the implementation of the workshops, besides the GOfNGOs, also the Council members were involved: The Office of the Information Commissioner (right to access information), Office for Legislation (consultation with the public), Institute for Public Finance (fiscal transparency), Gong (civil society and use of open data) and Forum for Freedom of Education (education for active citizenship). It has been planned the workshops to be held in continuation during 2026.
