An overview of suggestions and objections from the consultation on the Guidelines for the implementation of the Code of Practice on consultation with the interested public in procedures of adopting laws, other regulations and acts
At a session held on 21st November 2009 the Government of the Republic of Croatia passed a Code of Practice on consultation with the interested public in procedures of adopting laws, other regulations and acts (NN140/2009). By accepting the Code of Practice, the Government obliged the Office for Cooperation with NGOs to produce the Guidelines for the implementation of the Code of Practice and the program for education of consultation coordinators, which will be named in state institutions, within three months of the Code of Practice publication in Official Journal. At the beginning of February 2010 the Office for Cooperation with NGOs of the Government of the Republic of Croatia produced ‘Draft Guidelines for the implementation of the Code of Practice on consultation with the interested public in procedures of adopting laws, other regulations and acts’ and thereby opened up a public debate on the issue. Apart from the publication of the draft Guidelines on the website www.uzuvrh.hr, four regional consultations/public debates were held (in Rijeka on the 16th February, 17th February in Zagreb, 22nd February in Osijek and 5th March in Split). We would like to take this opportunity to thank everybody who contributed in the discussion regarding the Guidelines either by participating in public discussions or by written correspondence.
