Invitation to nominate CSOs representatives into Advisory Board for the Civil Society programme within the Second Swiss Contribution

Within the Swiss-Croatian Cooperation Programme - 2nd Contribution in responsibility of the Government Office for Cooperation with NGOs (GOfNGOs), the amount of 7,62 million Swiss francs has been envisaged for the Civil Society Programme. Calls for Proposals will be implemented in 4 thematic components (Education for Sustainable Development, Volunteering, Microprojects on the local level and Service Learning) within the named Programme.More information on the Swiss-Croatian Cooperation Programme are available on the link.
By the Article 4.5. of the Regulation on the Implementation of the Second Swiss Contribution to the EU Selected Member States for the Reduction of Economic and Social Inequalities within the EU and the Article 6 of the Agreement between the Swiss Agency for Development and Cooperation and the Ministry of Regional Development and EU funds on the Implementation of the Civil Society Support Measure signed on 3 September 2024, it was proscribed that the Programme Manager, i.e. GOfNGOs, has the obligation to establish an Advisory Committee for the Civil Society measure.
The Advisory Committee shall carry out the following tasks:
- Ex ante evaluates and confirms the calls for proposals documentation, including selection criteria
- Ex post assesses and confirms the implemented selection procedure for selecting project proposals
- Ensures the transparency of the project proposals selection procedure as a whole
- Confirms the final list of projects that will be financed under the 2nd Swiss Contribution and that before of the Steering Committee approval
- Discuss progress reports on in the implementation of the 2nd Swiss Grant Contribution
- Proposes measures for the implementation improvements of the 2nd Swiss Contribution
According to the mentioned Decision the Advisory Committee for the Civil Society measure consists of the CSOs representatives and that 2 civil society representatives as members and his/hers deputies.
The nominations should be submitted to the GOfNGOs via e mail address: savjet@udruge.vlada.hr or to the Council for Civil Society Development - associations representatives according to the area of work. The list of the members as well as their electronic addresses are available on the link. In the case of a larger number of candidates, the procedure for electing members will be conducted through the Council for the Civil Society Development, in accordance with the Council’s Rules of Procedure.
Important notice: associations whose representatives will participate in work of the mentioned Steering Committee will not be able to apply projects within calls for proposals that will be published as part of the Civil Society measure. This is in accordance with the provisions of conflict of interest prevention based on the Regulation on the Criteria, Standards and Procedures for Financing and Contracting Programmes and Projects of Public Benefit Interest Implemented by Associations (OG 26/15, 37/21).
