Co-financing
In recent years, civil society organizations in the Republic of Croatia have used almost one hundred percent of available EU funds intended for the civil society sector, with which they financed programs of information, education and empowerment of all sectors in society, providing a variety of social services that the state has not developed, environmental protection, social entrepreneurship, and fight against corruption.
One of the biggest obstacles that many civil society organizations face in the implementation of EU projects is related to co-financing. Although most of the funds for the approved projects areprovided by the EU and national funds, part of the funds in individual projects need to be ensured by the users.
Bearing in mind the use of structural funds after the Croatian accession to the EU and the increase of funds available to the civil society sector, it is important to ensure the continuity of investment in strengthening the capacity of civil society organizations for the effective implementation of EU projects.
With a Public Call for submission of applications for co-financing projects of civil society organizations contracted in the framework of the European Union programs and foreign funds, the Office for Cooperation with NGOs from April 2011 to date provides support for the co-financing of obligatory contributions of civil society organizations as the beneficiaries of these projects.
GOfNGOs publishes the Public Call for submitting applications for co-financing of the CSOs projects contracted within the EU programmes and international funds once a year. That, on the basis of the applicable co-financing rules for the current calendar year and in accordance with the Article 3. Items 8 of the Regulations on the criteria for determining the beneficiaries and the method of allocating the part of the revenue of Gambling.
By the Rules for co-financing the criteria and procedures by which the GOfNGOs will select and co-finance the CSOs projects in the Republic of Croatia contracted within the EU programmes were defined. The funds are ensured in the State Budget form the part of the revenue of Gambling in Section 020 Government of the Republic of Croatia, Title 02010 Government Office for Cooperation with NGOs Activity A 509051 - EU project co-financing.
The funds for co-financing of projects the GOfNGOs approve periodically by the Decision on co-financing and this until utilisation of the total available amount determined by the percentage referred to in Article 3. Point 8.
The co-financing can be approved to the same CSOs as the applicant by the maximum of three projects during the calendar year. Exceptionally, more than three projects can be approved, depending on the availability of the funds. The total number of projects to be co-financed depends on the number of applications and available funds. GOfNGOs try to distribute equally in order to greater number of beneficiaries will be covered. Only project can be co-financed to the same CSO.
