Programme Citizens, Equality, Rights and Values (CERV) 2021-2027
In the programming period 2021-2027 the centralized Union programme, Citizens, Equality, Rights and Values (CERV), managed by the DG JUST and the European Education and Culture Executive Agency (EACEA) was established. The CERV programme includes areas formerly covered by the EU programmes Europe for Citizens, Rights, Equality and Citizenship (REC) and DAPHNE.
The CERV programme is the largest EU programme so far intended to promote and protect Union values: democracy, rule of low, fundamental rights, transparency and good governance aiming at building more democratic Europe and raising citizens' awareness of the rights and values enshrined in the fundamental treaties and the EU Charter of Fundamental Rights, providing financial support to the non-profit sector in promoting these rights and common values.
In the financial period 2021-2027 the forcasted budget of the CERV Programme is EUR 1.55 billion, allocated to 4 thematic areas:
You can find out more about the Programme in the Regulation of the European Parliament and of the Council establishing the Programme, as well as in the current Work Programme for 2026 and 2027. These documents describe the individual strands of the Programme, the budget allocation across the thematic areas, the activities supported through CERV calls for proposals, the expected results of the supported activities, and the indicative timing of the calls for proposals.
Calls for proposals are published on the Funding & Tenders portal, and include information on the Programme and individual calls. We invite all potential applicants to regularly follow the official portal.
By the Croatian Government Decision on 28 May 2021, the Government Office for Cooperation with NGOs was nominated as the Contact Point of the Citizens, Equality, Rights and Values programme. The tasks of the Programme Contact Point include disseminating information about the Programme, strengthening of the Programme visibility, providing systematic technical support to applicants and project beneficiaries contracted under the Programme, and disseminating Programme-related information and results to interested public and national and EU bodies.

- Equality, Rights and Gender Equality strand - promotion of equality, righs and gender equality
