Election of CSOs representatives to committees, counselling or working bodies on request from state administration bodies, Government offices and other public authorities

After state administration bodies, Government offices and other public authorities submit to the Council for Civil Society Development (through the Government Office for Cooperation with NGOs - GOfNGOs) request for nomination of CSOs representatives to committees, advisory or working bodies, the deadline for sending nominations and elections cannot be less than 15 days, except in exceptional cases due to the urgency of the body.
 
Voting for proposals for the appointment of the CSOs representatives can be done at the Council session or electronically.
If the voting is done at the session, the absent Council members are allowed to vote by mail or vote during the next 3 working days by electronic mail.
 
The procedure of nomination and election of the CSOs representatives to committees, advisory or working bodies on the request of state administration bodies, Government offices and other public authorities:
 
  • GOfNGOs forwards the request for nomination of CSOs representatives to the Council’s members (and their deputies) by e-mail and specifies the deadline by which the members of the Council should submit candidate proposals to the requested body (the form contains: first and last name, CSO from which the proposed member comes, contacts and short CV). The Council’s members consult sub-sector which represent to nominate expert representatives.
  • The request is published on the GOfNGOs web page, the Council’s subpage, as information.
  • The CSOs representatives submit directly to the GOfNGOs or to the Council members the proposal of candidates who represent the subsector the association work in, i.e. from which the candidate for the body is sought.
  • The candidates proposals are submitted to the GOfNGOs via e mail by the Council’s members
  • The election of the CSOs representatives to committees, counselling and working bodies on the request from the state administration bodies, Government offices and other public authorities is conducted by public voting
  • The GOfNGOs will informed the Council’s members on the voting results, on the basis of the received (electronic) votes
  • In order for the vote to be valid, a majority of the Council’s members or their deputies (if the Council’s member is unable to vote), must be present.
  • The results of the voting are published on the GOfNGOs web page, Council’s subpage.
  • GOfNGOs send the letter to the body that submitted the request with the voting results and other necessary data.
  • The final appointment procedure and further cooperation with the elected representatives is responsibility of the body that submitted the request.
