Co-financing in the year 2025
Pursuant to the Article 4. Item 1. Rules of co-financing of the CSOs projects contracted within the EU and international funds for the year 2025, and in accordance with the Article 3. Item 8 Regulation on the criteria for determining the beneficiaries and the method of allocating the part of the revenue from Gambling for the year 2025 (OG, 70/25) the Government Office for Cooperation with NGOs (GOfNGOs) is publishing
I.
GOfNGOs will co-finance the projects which the European Commission, responsible implementing agency or other Contracting Body (hereinafter: Contracting Body approved, i.e., contracted following the Call and programmes from the second item:

GOfNGOs will co-finance the contracted project with the Contracted Body responsible for the EU programme, i.e. foreign fund within the calls and programmes that support of the civil society development in the RoC in the case if the amount and/or percentage of the project Beneficiary co-financing i.e. partner is clearly defined and visible form the Contract signed with the Contracting Body or defined in the Partnership Agreement, which should not be the part of the official application documentation under which the project has been contracted, for:
Project Beneficiaries, i.e. partners can request for the co-financing for the projects for which the contracts signing with the Contracting Body is the precondition for starting the project activities implementation. This is applied also for the projects for which the official publication of the results of the Call (and not the signing of the contract) by the Contracting Authority is a prerequisite for the activity implementation start. Eligible are projects contracted or the official publication of the results was during 2025. Eligible are also all contracts, i.e. earlier call results publication, as well as the projects activities that have been implementing at least 6 months during 2025. The applied project have to be in implementation when application submitted for co-financing.
The amount and/or percentage of project co-financing of the project Beneficiary or partner must be clearly defined and visible from the contract signed with the Contracting Body or indicated in the Partnership Agreement, which does not have to be the part of the call documentation under which the project was contracted. Every Beneficiary or partner applies individually for his mandatory share in co-financing, independently from other project partners and, in the case, the project is eligible for co-financing, sign the Contract on co-financing for his part, independently from the part of Beneficiary and/or other project partners. In the case the Applicant independently implement the project (Beneficiary without partners), the mandatory share as defined in the official call notice within which the project was contracted, can be accepted. On the other hand, if the project is implemented in partnership, submission of the documentation with the defined percentages of the mandatory shares of the project partners, regardless within the contract signed with the Contracting Body or Partnership Agreement, is obliged.
III.
The total planned value of the Public Call for the year 2025 is 1.573.000,00 EUR. The specified amount can be less and higher, depending on the contribution to the Stata Budget for this purpose and that in line with the Act on the Execution of the State Budget of the Republic of Croatia for the year 2025 (OG 70/25).
The percentage of co-financing of share of Beneficiaries, i.e. partners, that can be approved by the GOfNGOs is defined for each individual programme in the table below:
The total number of projects that will be co-financed depends on the number of submitted requests and available funds. GOfNGOs will try to allocate funds equally in order to encompass as many beneficiaries as possible. During the calendar year 2025 to the same CSO as the applicant, mostly three projects can be approved for co-financing and only exceptionally more, depending on the available funds.
The CSO’s project can be co-financed only once by the GOfNGOs.
In the case the Beneficiary mandatory share increase during the implementation of the project for which the Contract on co-financing was signed and the activities are to be implemented at least 6 months during the 2025, the Beneficiary can submit the request for additional co-financing payment including accompanying documentation by which the increase in the compulsory share of beneficiaries in a co-financed project is proven, and the updated statement of non-existence of double funding for the co-financed project. The request should be submit a month before submitting the final report to the Contracting Authority at the latest. After the GOfNGOs approve the additional co-financing, the Addendum to the Contract will be signed with the Beneficiary.
IV.
The application for projects co-financing is submitted on the form Application for co-financing of CSOs projects contracted within the EU programmes and international funds for the year 2025
The application should be accompanied with the following scanned documents:
In a case, there will be contacts with children during the implementation of the activities, there is a need to submit scanned the following documents, for the persons that will be in the contact with children:
For the persons who will be in contact with children during the implementation of the activities, it is sufficient to submit only one Confirmation for the same person if the Applicant submits more than one application at the same time.
The application with all attachments should be submitted electronically to the e mail address: sufinanciranje@udruge.vlada.hr. All the forms should be signed by the person authorized of the Applicant, whether it is a scanned document with a signed signature and a seal, or an electronic signed document. That is according to the Law on implementation of Regulation (EU No. 910/2014 European Parliament and Council from 23 July 2014 on electronic identification and services for electronic transactions on the internal market and repealing the Directive 1999/93/EZ (OG 62/17).
V.
The Applications can be submitted right after the publication of the Public Call. The deadline for submitting the applications is 31 October 2025. The Application for co-financing completed form and the defined documentation is to be sent to e mail address: sufinanciranje@udruge.vlada.hr. The Application has been submitted on the deadline if sent to electronic mail until the end of the mentioned date.
All questions related to the Public Call can be asked only by electronic way, submitting the question to the following address: sufinanciranje@udruge.vlada.hr in continuation during the Public Call.
VI.
The applications to the Public Call are evaluated by the Committee for Applications Assessment for co-financing of the civil society organisations projects applied to the Public Call (hereinafter: Committee) appointed by the GOfNGOs Head.
During the eligibility assessment of the application for co-financing the Committee:
For the persons that will be in the contact with children during the implementation of the activities, the Committee will verify that:
The co-financing will not be approved to the CSO that as the Beneficiary, i.e. partner on the project from the Croatia has already received the total amount of funds from some other source for co-financing the compulsory share of the beneficiaries in the project. In the case the Beneficiary on the project or partner has received partially co-financing from some other source, the GOfNGOs can co-finance the difference up to the full amount of co-financing, which can be approved by the project Beneficiary or partner.
For applications that fulfil defined conditions, suggested by the Committee, the Head of the GOfNGOs shall adopt the Decision on co-financing in 60 days at the latest after the submitting of applications.
The GOfNGOs may not allocate the co-financing funds to the CSOs projects contracted within the EU and international funds or may grant an amount smaller than the intended by the point III of the Public Call, depending on the availability of funds from part of the revenue from the Gambling, of the GOfNGOs budget position.
VII.
The procedure of allocation and disbursing funds for co-financing of CSOs projects contracted within the EU and foreign funds for the year 2025 is implemented according to the Rules of co-financing of the CSOs projects contracted within the EU and international funds for the year 2025. Public Call for Proposals
for co-financing of CSOs projects contracted under the EU programmes and International funds
for the year 2025
I.
GOfNGOs will co-finance the projects which the European Commission, responsible implementing agency or other Contracting Body (hereinafter: Contracting Body approved, i.e., contracted following the Call and programmes from the second item:
- Whose Beneficiaries or partners on the project are associations, registered and work in the Republic of Croatia (RoC) and, whose project is implementing fully or partially in the RoC;
- Whose Beneficiaries or partners are foundations, artistic organisations, private non-profit institutions and cooperatives registered in the Register of Non-profit Organisations, registered and work in the RoC.
II.
GOfNGOs will co-finance the contracted project with the Contracted Body responsible for the EU programme, i.e. foreign fund within the calls and programmes that support of the civil society development in the RoC in the case if the amount and/or percentage of the project Beneficiary co-financing i.e. partner is clearly defined and visible form the Contract signed with the Contracting Body or defined in the Partnership Agreement, which should not be the part of the official application documentation under which the project has been contracted, for:
- European Social Fund + (ESF+)
- Swiss-Croatian Cooperation Programme - the Second Swiss Contribution
- European Territory Cooperation (Cross-border programmes, Transnational programmes and Cross-regional programmes)
- Call published by the French Embassy in the RoC
- Multy-Beneficiary IPA
- Union programmes (Citizens, Equality, Rights and Values (CERV), Creative Europe, LIFE Programme, Horizon Europa, “EU for Health”, Erasmus +)
- Financial mechanism of the European Economic Territory and the Kingdom of Norway 2014 - 2021
- Calls published by the Office of the UN High Commissioner for Human Rights OHCHR
- Calls published by the European Commission’s various Directorates-General and Services, i.e. their agencies which have not already been defined within this list
- Calls published by the European Parliament General Directorate.

The application should be accompanied with the following scanned documents:
- Contract (and Addendum to the Contract) signed with the Contracting Authority with all attachments or certificate of the official announcement of the Contracting Authority call results in the format of the web site print (in the cases for which the official publication of the results of the Call by the Contracting Authority is a prerequisite for the activity implementation start and not the signing of the contract)
- Partnership Agreement (if the project is implemented in partnership) from which the co-financed shares of Beneficiary and all partners on the project are visible (if that is not clear in the contract signed with the Contracting Authority) and which should not be the part of the call documentation
- Project Description form (in case it is not a part of the contract with the Contracting Authority)
- Project Budget form (in case it is not a part of the contract with the Contracting Authority
- Declaration form for non-double funding (for the project the co-financing was requested for), complete and signed
- Evidence on the realized funds from some other source of funding for the project the co-financing was requested for (in the case the funds were realized),
- Notice on approval of all periodic reports that were submitted to the Contracting Authority till the moment of applying for the co-financing, if applicable,
- Tax Administration Confirmation on non-existence of public debt for the Applicant to the Call for proposals for co-financing (not older than 30 days),
- Certificate that there is no criminal proceedings in sight against the person authorised for representation who will sign the contract on co-financing (not older than 30 days)
- Certified Statement of the person authorized to represent the Applicant that he/she has not been convicted by a final judgement of the criminal offense of financing terrorism, money laundering, abuse of trust or fraud in business transactions, causing bankruptcy, favouring creditors or violating the keeping of commercial and business books, the benefits of creditors or violations of the obligation to conduct commercial and business books under the law governing criminal offenses and criminal sanctions or earlier criminal offenses of bankruptcy and abuse of bankruptcy, while the legal consequences of the conviction and which have been introduced by international restriction measures for the disposition of property, while these measures are not at the end of these measures or Other countries that, by its essential features, corresponds to these criminal offenses,
- Certified Statement of the person authorized to represent the Applicant who is in direct contact with children, that has not been convicted of one of the criminal offenses of sexual abuse and exploitation of the child on the basis of a law governing criminal offenses and criminal sanctions,
- Both Statements of persons authorized to represent the Applicant should be certified by a Public Notary. They should be attached in free form and one Statement that cover both quotes is enough.
In a case, there will be contacts with children during the implementation of the activities, there is a need to submit scanned the following documents, for the persons that will be in the contact with children:
- Form for insight into the criminal and misdemeanour records signed by the person authorized to represent the Applicant
- Certificate that there is no criminal proceedings in sight (not older than 30 days)
- Beside the mentioned documentation, for foreign applicants it is needed to submit a certified translation of Certificate of impunity from the home country
For the persons who will be in contact with children during the implementation of the activities, it is sufficient to submit only one Confirmation for the same person if the Applicant submits more than one application at the same time.

VI.

During the eligibility assessment of the application for co-financing the Committee:
- Verifies the registration into the Register of Associations or other relevant register,
- Determines whether the persons authorized to represent in the Applicant organisation have the mandate for representation,
- Verifies compliance of the Applicant Statute with the Act on Associations (OG 74/14, 70/17, 98/19 AND 151/22) by consulting the Register of Associations
- Verifies that the Applicant is kept a neat financial business by consulting the Register of non-profit organisations,
- Verifies that the Applicant performs contractual obligations properly in relation to the previously approved financial supports and funding from national or foreign public sources,
- Verifies that the Applicant fulfilled all contractual obligations to the GOfNGOs and other donors from the public sources, on the basis of the previous grant contracts
For the persons that will be in the contact with children during the implementation of the activities, the Committee will verify that:
- are not duly convicted for criminal offences defined in the Article 13. Item 4. Law on Legal consequences of conviction, criminal records and rehabilitation (OG 143/12, 105/15, 32/17 and 3/22),
- the persons are not subject to a security measure of compulsory psychiatric treatment, compulsory addiction treatment, compulsory psychosocial treatment, prohibition to perform a certain duty or activity, prohibition to approach, harass and stalk, removal from the common household, prohibition to access the Internet or a security measure of protective supervision after full execution of a sentence of imprisonment issued on the basis of the Criminal Code (NN 125/11, 144/12, 56/15 and 61/15, 1011/17, 118/18, 126/19, 84/21, 114/22, 114/23 and 36/24)
- Have not been sentenced for an offence and/or are not in receipt of a protective measure under the Domestic Violence Act (NN 70/17, 126/19, 84/21 and 114/22)
- Were not punished for offense on the basis of Articles 25 and 26 of the Law on Suppression of Discrimination, Articles 31 and 32 of the Gender Equality Act and Article 229, paragraph 2 of the Road Traffic Safety Act
